Some of the most decision-relevant findings belong to no single sector. This section holds what cuts across all of them — seven findings, five time horizons, the scarcity table that shaped the ranking, where the brain drain actually concentrates, and seven concrete ways to contribute.
This is the connective tissue between what is happening in Iran and which expertise helps most.

The H1 set is almost entirely LOW domestic scarcity — the most urgent needs are the ones the diaspora is least uniquely positioned to fill. That is uncomfortable, and it is the honest finding.
H2 is where diaspora value concentrates: financial reconnection, aviation airworthiness, industrial restart and certification are precisely the capabilities that require standing inside an international system.
H4 and H5 capabilities have the longest lead times and therefore the least tolerance for delay — ranking them below H1 by urgency is correct; deferring work on them until H1 is resolved would be a mistake.

Where the brain drain concentrates — and how well it is measured

Why “Adapt & Localize” exists: a UK-trained clinical model collapsed to near-chance in Vietnam and local fine-tuning recovered it; the Nigeria (+0.3 SD) and Turkey (−17%) education trials used the same technology and diverged entirely on implementation design. Our interpretation — local adaptation is the scarce, high-value capability, and it is what a diaspora is structurally best placed to supply.
